Calling the difference between the stock price and it's value based on fundamentals noise is weird. Noise to me implies short term, like a deviation from an average. Calling something that lasts for few months or years noise is actually really weird. Bubbles by definition form because the price distortion lasts for a long time, and it's very hard to predict when a bubble would burst, thus you wouldn't know when the noise will abate . And when you live through the noise for a long time it becomes reality until it corrects, then the correction looks very strange as if it came from nowhere.
