Can short-rate be negative?

Paper http://ssrn.com/abstract=2562500 proposes a new approach in short-rate models whereby the short-rate can be negative yet the bond yields are well-behaved. It employs a Brownian motion with a reflecting boundary and allows for analytic solutions with time-dependent drifts.
